
The Wharf Development
Southwest Waterfront | Washington, D.C.
The Wharf is a transformative $2 billion mixed-use redevelopment spanning nearly one mile along Washington, D.C.’s Southwest Waterfront. The project revitalized a historic shoreline through seawall reconstruction and the creation of a dynamic maritime district featuring public and private marinas, commercial piers, water transportation facilities, marine fueling operations, and extensive public waterfront amenities.
During Mike's tenure with Moffitt & Nichol, he played a leadership role across the project's planning, development, construction, and operational phases.
Project leadership responsibilities included:
• Acting as Development Manager for approximately $88 million in overwater development
• Overseeing contracting, design coordination, permitting, financial forecasting, and project scheduling for key waterfront assets, including Recreation Pier, Wharf Marina, and Water Buildings 1 and 2
• Developing marina leasing strategy and coordinating stakeholder engagement for waterfront commercial operations
Construction-phase responsibilities included:
• Acting as Construction Manager and Resident Engineer for all waterside components of the development
• Coordinating design teams, contractors, and regulatory agencies through construction execution and completion
• Managing field coordination, technical oversight, and construction sequencing for complex waterfront infrastructure
Leadership operations included:
• Serving as Director of Maritime Operations, overseeing daily waterfront and marina operations
• Managing commercial operator partnerships, marina activities, and waterfront programming
• Coordinating flood response planning and execution
• Supporting environmental and harbor initiatives to enhance long-term resilience and public use
